Volusia County, Florida, home of some of the nation’s most popular beaches, needed an experienced vendor to conduct year-round manned toll collections and related services for 21 county beach locations and two inlet parks, with the capacity to expand to 30 locations. The county wanted the ability to offer different parking options and price points to residents and non-residents through the purchase of daily and annual parking passes.
Awarded a five-year contract by the County’s municipal government in 2015, Faneuil conducts year-round manned tolling of County beaches and parks. Responsibilities include:
Additionally, we provide revenue accounting, reconciliation and auditing; comprehensive reporting; and all employment services for our uniformed staff, including recruiting, assessment, hiring, onboarding, training, quality monitoring and performance management. Faneuil’s support for the program also includes the installation, operation, management and maintenance of a revenue control system, which was developed in collaboration with a systems vendor.
For the first time in nearly 20 years, the County raised beach parking fees for residents and non-residents in 2015. With collections now being conducted by Faneuil, the County’s revenue stream is on track to increase substantially, surpassing the more than $4 million collected in 2015. Funds will help offset the cost of beach operations, including rescue services, garbage pick-up, ramp grading, and environmental compliance, going a long way to keeping these popular beaches pristine.
More than simply fulfilling a contract, Faneuil worked with tech providers to introduce hand-held barcode readers, creating what is essentially a portable, hybrid manual/electronic form of collection and tracking that does not require structures wired for power that would distract from the beauty of these oceanfront parks.
